The Mongol Empire did not draw attention to the importance of ethnicity and race in the governmental realm, instead adopted an approach grounded in meritocracy. Genghis Khan realized the need of people who could rule cities and countries conquered by him. He also knew that competent administrators could not be found among his Mongol people because they were nomаds and thus had no experience govеrning cities. The huge Mongol empire which was spread through the lands of China, Middle East and Eastern Europe, was ruled by a civilian and military code created by Genghis Khan himself. He created system of laws and regulations as well as taxation system throughout the Empire. He forbade selling of women, theft and even hunting the animals during a breeding season. There were laws which required Mongols to respect environment such as fоrbidding bathing in streams and rivers. Advancement within military and government ranks was not based on traditional lines of herеdity or ethnicity, but on merit.

Genghis Khan, regardless of his reputation of ruthless dictator and a dominant ruler who took millions of lives remains one of the greatest leaders of all time. The fact that he managed to unite all the nomadic tribes, and with numerically inferior armies defeat great empires of that times describes his ability to meet his goals and influence people to achieve his vision. His leadership qualities, strong character along with strong will allowed Mongols to turn from a small nation into an Empire which dominated world for many centuries.Genghis Kahn, with his vision and military might, changed western civilization more than any other figure in history. What people he did not befriend, he enslaved or killed. Despite his reputation, of a heinous and cruel person with no other intention than to conquer the whole world, he had certain values that could be looked at as models that should be emulated in political leadership as well as in business leadership
